SQL Server Connection Problem

During the installation of Bizagi Studio the installer presents me the option to select the option to include a local installation of SQL Server Express 2017. However, when I choose this option the installer prompts the following warning: "A computer restart is required. You must restart this computer before installing SQL Server".

I have tried restarting the computer multiple times now, and each time the installer gives me the same message so I am not able to install the SQL Server using the installation wizard. Does anybody know why this occurs and how can I fix it? I see that it is also possible to skip this step and install SQL Server manually to connect to a database later, but I still need to use the default Bizagi database connection (sa login) given in the quick installation tutorial. Is it possible to connect to the default Bizagi server (sa login) after skipping the initial installation of SQL Server? What would be the server name that I need to provide along with the login credentials given in the tutorial? I would be glad if you could help me with this problem.
