The connection to SMTP is done in Bizagi for reachability, but the web server (allocated somewhere else) is not part of this validation; and if the server is unavailable, then this error you are reporting will be thrown.
Also, please be aware that the credentials used during configuration are used to validate integration with the email server, but not the general connection configuration with SMTP.
