Layout: Popup window for setting label and control width cannot be moved around

Hi,

I propose one minor idea or improvement which I see as a user.

Currently, the popup window for setting label and control width cannot be moved around, its position is fixed.

I am presently having the situation that the mentioned popup window is blocking my view to see the result while I have the window open and trying out the layout options. Due to that, I have to set-close-set-close-set-close multiple times to get the desired result instead of just mowing the window and set the layout as I see fit in one go.

Note that my form is not large enough in order to scroll up and down my form in the Forms Designer.
