Error opening .bpmc file. It says file being used

Hi, one of my colleagues whom is a licensed user is facing a problem when he is trying to open a .bpmc file. It shows error opening file being used.

however, I have no problem opening the file.

I cannot seem to attached the mp4 file recording he has on opening this file.

Please assist.
